Using Tabu Search Algorithm and Geospatial Information System for Managing Relief and Rescue Teams

Iran is vulnerable against earthquake because of locating in earthquake zone with a large population. Different features affecting on earthquake damages. Some of them are the time and intensity of earthquake, construction resistance, land use of the building and the way of relief. In this paper tasks and activities of relief and rescue teams at the time of the earthquake are considered, and according to the damage of the case study zone, relief and rescue activities are prioritized and then the relief and rescue teams are allocated to special activities according to their abilities. To do the research operation of relief and rescue of a group that it has six teams of eight people, has been simulated. In addition to optimum allocating the relief and rescue teams to activities geospatial information system and Tabu Search algorithm are used and function that named “Revenue” is defined that is the objective function in Tabu Search algorithm and will optimized. At the end results showed that using Tabu Search algorithm to optimization of allocating the relief and rescue teams after earthquake, in comparison to not using this algorithm and also simulation of earthquake, teams and Tasks according to the model presented in this research, to optimize the objective function, have better results of 1.41 fold. Using this algorithm for optimizing the simulations of this research as well as the implementation of the scientific and practical structure of Tasks and rescue and relief operation teams will be a novel approach in improving the quality of post-earthquake relief and rescue.
